Appointment of Professional Team (Mandatory)

You are required to appoint the following professionals to prepare and submit all technical drawings and statutory applications:
 
Mandatory Professionals:
Architect  
Architect
Lead consultant responsible for all architectural proposals and statutory submissions
 
Civil & Structural Engineer (C&S)  
Civil & Structural Engineer (C&S)
Mechanical Engineer and Electrical Engineer  
Mechanical Engineer and Electrical Engineer
(if machinery, ventilation, or high electrical load is involved)
 
Town Planner  
Town Planner
(where planning approval or layout endorsement is required)
Note: In Johor, all industrial building submissions must be led and endorsed by a registered Architect.

Land Survey & Preparation of Documents

The Architect and consultants will prepare the following drawings and documents:
Building Plans
 
Site / Layout Plan
 
Drainage Plan – by C&S Engineer
 
Structural Drawings
Sewerage Plan – to be submitted to IWK / SPAN
 
Electrical Load Application – TNB
 
Water Supply Design – SAJ
 
Fire Protection System Drawings – Bomba Requirements
The landowner is only required to provide:   Updated Industrial
Land Title
  Company documents of the landowner
(SSM / Form 24 & 49 or Sections 58 & 78)

Submission to Majlis Perbandaran Kulai (MPKU) for Planning Permission
(Kebenaran Merancang – KM)

All factory developments must first obtain: KM – Planning Approval
 
Key submission components include:
Land Use Confirmation
(industrial title – higher approval chance)
 
Factory Layout Plan
 
Parking Provision
 
Building setbacks
 
Access road details
 
Heavy vehicle circulation plan
Note: Approval timeframe: approximately 1–3 months

Submission of Building Plan (Pelan Bangunan)

Upon KM approval, the Architect will submit the Building Plan to MPKU for technical clearance. Clearances required from:
Fire & Rescue Department (Bomba) – Mandatory
 
Tenaga Nasional Berhad (TNB) – Electricity
 
Syarikat Air Johor (SAJ) – Water supply
 
IWK / SPAN – Sewerage system
 
Department of Irrigation & Drainage (JPS) – Drainage
 
Public Works Department (JKR) – Road access to main roads (if applicable)
 
Department of Environment (DOE) – If wastewater, noise or hazardous materials are involved
Note: Processing time: approximately 2–6 months, depending on project scale.

Building Plan Approval (BP Approval)

Once the Building Plan is approved, you may proceed to: Commence construction works
 
Requirements prior to construction:
Notice of Commencement
 
Proof of CIDB Levy payment
 
Main contractor’s valid CIDB registration

Construction Stage (Typically 6–18 months)

During construction, the project must be supervised by:   Architect
(SP – Submitting Person)
  Professional Engineers (PE)
 
Key compliance matters:
Full compliance with Bomba fire safety requirements
 
Compliance with approved drainage and sewerage design
 
Compliance with environmental approvals (if applicable)

Application for Certificate of Completion and Compliance (CCC)

Upon completion of the industrial building, the Architect will issue the CCC, which replaces the former CFO system.
 
The CCC is only issued after confirmation of:
Bomba Fire Clearance
 
TNB electricity meter installation
 
SAJ water meter installation
 
Sewerage connection approval
 
Structural completion certification
 
Endorsements from all consultants
Note: The CCC certifies that the factory is legally completed and may be occupied or leased.
